This happened to me after the contacts in the motor got damp, from snow built up during a windy blizzard.
The issue is that the motor doesn't get told to move the wipers to the Parked position during the cycle.
See if you can get the car up to warm temperatures in a heated garage. My problem lasted until I did, but at the time, the cause was a mystery. I finally looked up the wiring diagram in my Haynes book, page 12-37.
If it isn't the contacts, it can be the motor as stated above. There are some posts on this issue in 2004, search under ID=88699.
