Stephen, depending on where you live, the power steering lines can be exposed to salt/sand and they do rust, and eventually become porous. Most likely culprit is the junction- or near there- where the 2 of lines meet, under the timing chain cover , above the sub frame frame rail. The junction connects the hose/line from the pump, to the hose/line that goes back to the steering rack. I recently replaced both of these lines on '00 95 , 4 cyl lpt. Not a fun job, but doable. You need to follow the lines from pump, and see where they are leaking or wet. The 2 lines I am talking about are high pressure lines, and a combination of hose and metal tubing.
