I had the same problem and a broken recirculation arm was the cause of my window fogging. The arm had broken on the servo motor and the flap was stuck in the in the recirc position. Try turning the recirc on and off and see if changes the air flow at all. The fix is to replace the arm with a new one. The part is $22 and seems to be made of a stronger class of nylon than the original.
Of course, the fix requires about an hour with your head stuck inside the dash and your body twisted up like a pretzel, but the WIS describes the procedure. You will need a set of metric nut drivers to get one of the mounting screws out of a deep well, but other than that, it is relatively straightforward to do.
