The tab should be at the 3 o'clock position. If I remember correctly from when I did this last summer, the tab has to be in that position to seat into the water pump. If connector pipe doesn't mate correctly, the pipe will be too far into the block and not far enough into the pump.
Also, the aftermarket water pump kits come with two sizes of o-ring for the connector pipe, but you need two of the smaller size. This requires you to order an additional o-ring with the kit when you are doing the job. If the shop was unfamiliar with this and didn't order an extra o-ring, they might have been tempted to reuse an o-ring rather than delay the repair.
