Those bolts are not round in cross-section - they are somewhat triangular. This creates self-locking action. But it also does not seal the threads completely - so it lets moisture in and allows rust all the way through. When you start turning such bolt its threads jam against rust that formed in the gaps - it needs to be turned back and forth the spread the rust around.
Btw, front strut tower bolts are of the same type.
Alternative solution for bushing bolts is to hit the remaining portion with a hammer - the spot-welded nut falls off and a regular bolt+nut can be used. A good lock washer and Locktite are recommended on the thread to create locking.
