For around $50, if you have a good key to work from, some locksmiths can cut and "clone" a new transponder key using special aftermarket key blanks and a cloning programmer.
If he does not keep the blanks in stock (due to cost) he may be willing to order them for you with a deposit.
He will need to have a Silca/Ilco Key Programmer, either model RW2 or RW4 with the CORRECT SOFTWARE for the Saab 9-5. Silca also makes the blank, no. YM30T5 for the 1999-2003 9-5.
The key blanks are also for sale on Ebay for $25... the ones I bought work just fine. My locksmith programmed it for $10 bucks. Total key cost: $35.
As stated in the thread above... If you are down to your last key- save yourself the grief of having to buy a new TWICE unit and get a spare key made.
