I guess it all sort of depends on the condition of the old pipes (if any are being re-used) the new flex pipe is connecting to, and the intentions of the flex-pipe manufacturer. I know some brands, i.e. Bosal, show a ring style gasket to be used at the connection of their flex-pipe to the mid-pipe flange.
I needed to install a gasket at the flange connection of my new down-pipe to my old SAAB/Remus system due to years of use that pitted/eroded the sealing flange surfaces of the old system. Bolting new-to-new would not have required a gasket.
