No start update; fuse 30 shorting??

Ok, I started all over and found the following:
1. All MAXI fuses have 12v; no issues
2. Here is my issue: w/fuse 30 out of socket; 12v (11.7v actual) at the input plug of fuse 30 when ignition in "start position" 0v when released = expected
3. BUT when I plug the fuse in, it drop to 0v at the same input of step #2 above. This is why I was originally seeing 0v when testing from the top of fuse as it appears the conneciton actually cancels out the 12v when connection is made. Changed fuse, no change.
4. Jumped it directly (mimic fuse) and same thing, 12v -> 0v no start.
5. switched relays around; no changes
6. 12v directly to outbound side of fuse 30 during "start position" = car starts.
It seem the dropping of volts in the line going in/out of fuse 30 is issue,I think.
Does this makes sense of a known issue?
One correction to my original post below: I was jumping 12v to +87 on starter relay, not +86 as listed. I found this out when I took everything off to start over. Touching 12v to +87 On starter relay started the car everytime with key in "ON" position. Didn't even need to hold it to "Start"
