I cannot see how the 12V would disappear from fuse 30 if the antenna ring is faulty.
The antenna ring is hooked up to TWICE and allow TWICE to ground starter relay on pin 85. Ignition switch supply power to pin 86 and those two together trip the relay between pin 30 and 87 allowing power to starter solenoid.
Something is not quite right in how you hook up the test equipment but I can't put my finger on it. You don't by any chance have the DVOM ground wire hooked up to pin 85 on relay when testing, do you?
If you believe something is wrong with TWICE and antenna, you could monitor the ground signal at pin 85 and it should be steady ground when key is inserted and turned on.
If TWICE drops the ground signal you will probably see 12V while key is in cranking position which is bleed through voltage through the coil in relay.
If engine is cranking over, it should be near ground on pin 85.
