The part number you gave is for the transmission vent hose. One end is connected to the top of the transmission, the other end is routed up near the ABS unit and brake master cylinder and is not connected to anything (Its a vent)
The empty nipple on the brake fluid reservoir is used for cars with manual transmissions to supply brake fluid to the hydraulic clutch system.
