You mean the upper bumper cover...
Those get reusable plastic "rivets", not nuts or bolts. Open your trunk & look on the trim panel there for examples if all of yours are missing.
You'll see a central round bit that is smooth, while the rest of the head is textured. You push this in with the handle of the screwdriver in the car's toolkit (or anything, really, just don't push the pin all the way in, as you might not get it back...), then the whole assembly comes right out. To install, you push the center pin back through the hole (I usually remove it completely), re-install the rivet, then push the pin back in till its flush with the surface of the rivet.
The only difference with the ones that hold the bumper cover on, is they are black. Others will be grey or tan, depending on the color of the material it's fastening.
