Yes, more or less. Turn on the car, but don't start it. Press the recirc button, and you should hear the motor run for about 3 seconds as it moves the flap. Press the button again and you should hear the motor run again as it moves the flap back. If you don't hear any noise, then the motor is not working. The next test is to start the car. Turn up the fan so that you can get a feel of the air speed at the vent. Press the recirc button, and you should feel more air moving because the fan doesn't have to pull the air through the filter. If you don't detect a change, the recirc arm is broken, which is actually pretty common.
