Funny you should mention that...both of my Saab 9-5 wagons have exactly that cracked hose, and both have a tape repair. I just updated the tape on one of them to Gorilla Tape in the hope that it would seal better.
It looks like a real bear to replace it too; maybe that's why the PO used tape (or maybe the PO's mechanic). Since it's for the evap system, I think anything that fits would do. I think I can get it out, but getting it back in...that might be another story.
