High pitched whine and how I make it stop

Here's the symptoms: After coming to a stop at a light, when I drive away, there is a building up high pitched whine (like a vacuum leak or metal to metal) It is stopped when I tap the brake pedal with my foot. Very high pitched and sounds louder in the car than out.
Then recently I noticed that sometimes it will resolve on its own if I simply back off on the gas. Can't tell if its brake system or even turbo?
2002 95 linear wagon.
