How to Open Throttle Body? Can't get cover off.

I've got my throttle body out of the car for the 2nd time. I am trying inspect the wiring to see if any of them are frayed, and recoat the insulation. Is there any secret to getting the black cover off? It will not budge as if I need to unscrew something, and I've already broken a clip...
Also my symptoms if anybody has any input:
Car is stalling when stopped. On one or two occasions it has died while rolling, but has not choked like it normally does when at a stop. Has happened in drive and in park. Sometimes car drives ok, but sometimes there is a noticeable lack of power. Sometimes I'm limited to 3,000rpm, other times I can get it to rev higher.
DIC and plugs are new. TB and MAF sensor have been cleaned. Hoses going into the throttle body seem intact. I will replace the CPS, but I believe the problems with stalling are related to the throttle body.
Is there any way this could be related to an air filter or fuel filter?
