If you are going to sell the car soon, you can certainly get a used turbo from Goldwing (Hastings, NY) or other Saab dismantler. Hopefully it will be a good one.
The other approach is to buy a rebuilt turbo. These are available from a couple of sponsors on this site and run about $500. I don't know what the labor cost would be for replacing it. One is near you in PA: http://www.pittsburghsaab.com/turbos.html. I don't know anything about them, but may be worth talking with.
Remember the labor cost will be the same, whether you get a used turbo of unknown quality or a rebuilt one with a guarantee. So look at the difference in cost of the turbo itself. But then factor in, if you are selling, being able to say the car has a new, rebuilt turbo.
