Phantom faults--lights & fuel gauge

We leave the lights on all the time, but of course they go off when we shut off the car. Except recently. Once. My wife was at a meeting and someone came in and said someone left their lights on, on a Saab. Has worked fine ever since. It was ours. Ignition switch? Light relay?
Then a few nights ago we gassed up, filled the tank from low enough to have the warning light on for 10 miles or so. Fired up, the gauge didn't move. Stayed pointing down for awhile, then slowly started up, finally reaching 3/4 full after driving about 18 miles / 25 minutes. At home, after shutting down & turning on again it came right up to full. Has worked fine ever since. So, is this the start of something going bad or just a glitch?
