Halogen or Xenon?
With Xenon, the "city lights" are the little globes on the outboard part of each headlamp assembly. With Halogens, the bulb is located in there someplace, but it may not be obvious through the lens.
In either case, remove the cover over the main beam (outboard) bulb. You'll see the large connection for the H7, or the large square ballast of the Xenon capsule. Someplace below and outboard of the main bulb, you'll see two wires going to a socket in the plastic reflector. These should be the city light bulb.
To see if they are working, you'll have to look at them. With the Xenons, it's easy, whether the main headlights are on or not. Just look at the globe. With the halogens, if you have DRLs, the main bulb will drown out the city light bulb. You might be able to see them in daylight, below and outboard of the main bulb.
AFAIK, they are wired with the other parking lights, and are not controlled separately.
