I just went through a round of xenon bulb issues with off-brand e-bay $65/pair bulbs. Replacing both is recommended, as color of bulb changes with age, which you might not notice if both bulbs are the same age, but will stand out with a new and old bulb. However, from a practical point of view, I don't think you will notice the difference when driving. You could put in two new bulbs and keep the non-flickering one as a spare.
My experience with the e-bay bulbs was one failed after about 3 weeks. The seller sent a replacement (I had to return the defective bulb). The second failed to ignite after about 5 weeks. The vendor said it was odd to get two bad ones, but did send a second replacement. The original second one subsequently started working, and I have not installed the 2nd replacement yet. At $65 for two bulbs, I'd be happy to get a year out of them (compared to 2 years for the $90 bulbs.) Hopefully, the current set will last more than 5 weeks.
