It is best to replace all the lamps at one time, i.e. if the right side brake light fails replace the left side also. Most times the lamps are sold in a two lamp blister pack, rather than letting the second lamp get lost put it to use.
Now headlamps are more expensive and harder to justify group relamping. But if you are paying someone to do it for you, replacing both sides will is a money saver on labor.
