It's there for several reasons-it's easier and more logical to find near the gearbox than by the steering wheel because it is in clear view and in plain sight for driver convenience. Secondly, it serves a safety device in that it reduces the risk of knee injuries in case of frontal impact by eliminating a potential source of impalement. Thirdly, it serves (especially with the manual) as a theft deterrent as it locks the tranny-preventing a thief from easily stealing your car-as opposed to steering lock columns that auto thieves can defeat (hence, the invention of "The Club").
Now, that being said-I agree that one day an ignition key will be and should be a thing of the past. But that day-like the one pedal brake/accelerator system devised by a Swede and tested in a 9-5 (see article link below)-has not come. People may not be ready to give up their car keys just yet.
