How did that timing chain tensioner break? I have seen one through my whole career being broken. Since they just about never break, you can throw a good used one in any day and he should have some laying around.
I think it is important here to actually make sure what is broken, what is worn and what the mechanic has seen.
He might be talking about balance chain and tensioner or he might be talking about timing chain and tensioner or both.
We can only throw out good advices based on your post but we have no abilities to address the real issue without actually looking at the engine.
I'm not a big fan of rolling in a new chain only into an engine since all plastic guides are pretty worn at that point anyway and I only do it as a last cheap resort to get a few more miles out of an engine and I strongly advice the customer and make them sign a release form that they know what they are getting in to and that the engine can break at any time due to failed balance chain or tensioner instead.
Yes, $3000.00 is probably right to remove cylinder head, timing cover and oil pan to replace timing chain parts and balance chain parts and clean out everything.
