Can rear warped rotors cause steering shake?

2003 Aero, 141K.
Mounted new tires.
Aligned at reputable shop.
Balanced and rebalanced by reliable techs on Hunter equipment.
In addition to an easily perceptible vibration at highway speeds, and a lumpy stop (car feels lumpy when brakes are softly applied to stop), the steering wheel vibrates when brakes are applied. Curiously, the brake pedal does not vibrate as much as I'd expect with such strong steering wheel vibrations.
Setup:
Front brakes replaced 10K ago, new rotors (centric?), new akebono pads.
Rear brakes are old with 70K on them, akebono pads and brembos..pads almost entirely worm down, rotors grooved.
Can rear brake issues cause a steering wheel shake or are my 10K rotors either mated to hub incorrectly (hub surface was prepped with stripper) or plain warped (out of factory?)??
I do mostly highway and last front rotors and set of Akebonos went 70K so this is rather strange.
Will turning these new rotors resolve the issue?
