It sounds like the blower isn't working. You didn't say if you were moving during your tests, but if you were - what is happening is with recirculate off, there is ram air being forced through the vents. When you turn the recirculate on, the ram air is cut off and nothing is able to move through the vents.
Can you hear the fan running, or get louder when you change speeds manually? Best to do this when idling or even without the engine running so you can hear better. If you don't hear anything changing, there is a problem with the cabin fan, either with the wiring, or the motor. I put in a new motor a year and a half ago (in my 2000) because one of the brushes got stuck in its guide and stopped moving in as it wore down.
Also a very good idea to change the cabin filter. If you haven't done it in a while, you will find it is very filthy.
