I suspect he means the turbo boost bypass valve and that the fault code might be P-1110?
IF??? this would happen to me, I would instantly suspect that I broke a vacuum hose when wrestling around down there changing the coolant bypass valve.
After getting the car in and double check ALL vacuum hoses in that vicinity and checking if the valve is holding vacuum or not, not until then would I say it was the turbo bypass valve and a pure coincidence.
So if that is what he has done, then yes, he is correct that it was just a pure coincidence.
But most of the time it is a broken vacuum hose and therefore, I check and replace them when doing this job just to minimize the chances of something like this to happen.
