AC vent and re-circulate mode problem

This is what's happening in my 99 model 9-5 SE 2.3. When I press the AC re-circulation button, the re-circulation picture appears on the panel, and I can hear the motor that controls the vents for the outside air move as if to close the vents.
However, I still smell exhaust smoke. I think the vents are not closing fully, allowing air from the outside to come into the car. Everything was fine until two days ago. The cabin air filter is ok.
Another thing I noticed prior to the problem is that with the same fan blower setting, the AC blower air noise on vent setting was more quiet that the on re-circulation mode. Putting it on re-circulation mode on the same fan blower setting always seems to be more noisy. The fan noise level is what leads me to think that the vents for outside air are not closing fully.
Any input would help. Thanks.
