Unintentional RPM Increase

2000 9-5 2.3 with 194k miles (current Ohio conditions 27 degrees and a load of snow)
On morning commute (approx 35 highway miles) the engine speed would increase (at a relatively slow, constant rate)between shifts and when the clutch pedal was completly depressed. On seveal occassions the problem was solved by engaging 4th or 5th gear to bring the rpms down to a normal level (at which point the car would idle correctly). At slower speeds (when keeping rpms below 2k) things appear to be normal.
Could this possibly be a throttle body problem? I plan on cleaning and lubricating the throttle body later today to see if it helps.
