You don't have to pull the bumper skin on a 2000. It's right next to the battery in the fender. You just have to remove the battery.
This is exactly how mine went. No blower fan, kept blowing that fuse 22. And the pump had sucked in its own filter.
When the SAI valves fail they allow exhaust gases (which contain water) to flow back into the pump, and they'll either freeze or deteriorate the foam filter. You can do an autopsy on your pump once you get it out. I was able to unplug my pump and the fuse wouldn't blow any more, but I had a P0411 CEL until I replaced the pump.
