Spring Lifts are really not a fix for excessive bumper hits. For about 10 cars that I have done (1 Aero) none of them had a "bumper" problem, except with a full car load, 4-5 people. Most cars had terrible shocks with old springs.
It is not recommended to just add in the lifts and not have new(er) springs and shocks. The recommended procedure is to replace the springs and shocks, install them, measure ride height, if low, get lifts for the difference.
Rule of thumb is for sedans 1" are close and for wagons 1.5" are close in most cases.
The real argument is why are the heights low when new springs / shocks are put in. Some say it is bushing / other issues, but it would cost much more to fix this. I have also heard that bushings, etc. have been replaced and there still is a ride height issue.
So either pay a little bit for lifts or a lot to replaced marginal bushings / etc / time for the rest of the back end.
Now, another argument is why front ends are low even with new springs and struts..... But this does not seem to affect tow / camber.
