From my NG900 experiences: The small idler can feel ok. But if you spin it with your fingers, it is very dry and the seals have hardened and worn. There is not much life in that. Try to spin a new idler and the grease will not let it spin. Repack an old one, if you can without destroying the seals and reassemble, with the worn seals, the grease will not let the bearing spin.
The design with a spinning outer race is flawed because it causes the grease to leak out of the interface of the seal and outer race. There are no real alternatives.
