First, set the seat distance from the pedals to your liking. Second, set the seat height and angle to your liking. Third, set the steering wheel height and distance to your liking. Finally, set the seat back angle to accomplish the arm's distance to the wheel to your preference.
If the above steps don't give you good results, you may have an unusual combination of leg, arm and torso dimensions. Changing these measurements is way beyond the scope of what a bunch of SAAB lovers might accomplish.
On the off chance that there may be something wrong with the range of adjustment available for the steering wheel try setting up another SAAB 9-5 to your liking.
