I think that its choice would rest more on marketing and financial considerations than technical merit. The current GM 2.0 was heavily influenced by Saab, and is available (in Direct Injection form) with greater torque and horsepower than the BMW engine (if not by Saab). It is a known quantity in terms of reliability (very high) and smooth performance (try an NG9-5 2.0T). What GM charges Saab for the engine vs. what BMW would sell theirs for and the marketing halo around having a motor from Munich vs. Motown would probably trump technical merit with current management. Not that the BMW engine is without merit.
Open to question is whether the proposed 2.0 BMW motor is related to the 1.6 that was contracted for the next 9-3. It could be completely different.
