Hooter/Tirbo by-pass valve

Just changed the turbo by-pass valve on a 2000lpt.
Easy DIY but found that the metal tube that runs to the turbo (to the left) seems loose at its left (passenger side) end.
Does anyone know if that is normal? Did I loosen that somehow or is it that way for a reason?
I first noticed it when the valve was off and of course it was not held steady at the valve end.
Even with the valve back on - which by the way has seemingly cured that rotten noise at 2200 revs or so - it feels a little loose at that end.
Ideas/experience would be appreciated.
