2 different gaskets. When you say the valve cover meets the rest of the engine, that rest of the engine is the head, which meets the block, that is where the head gasket is located.
The oil seepage at valve cover to head is the valve cover gasket leaking, might be with age, might be when you removed the valve cover before and didn't reseal. I noticed my valve cover gasket is leaking a bit, easy fix, the gasket is available at some of the site sponsors.
White smoke could just mean it's that stinking cold out and your warm exhaust is creating more visual vapor. The low coolant level may mean a leak somewhere else besides the head gasket, pin hole in a hose? Heater core leak?
Do you see oil mixing in the coolant reservoir?
Fix your valve cover leak, it's an easy DIY.
