I don't know if it will help, but that circuit is a low pass filter with a cutoff of about 160 Hz. I haven't looked at the O2 signal in a long time, but I thought that the signal switched from rich to lean at about 15-20 Hz when it was in the correct A/F range. This filter would slow down the reaction time of the second sensor by a few milliseconds, and perhaps that is enought to bring them into synchronization.
