Does outside temp sensor influence ACC system?

It appears that the outside temp sensor in my 02 Arc has fallen back towards the engine, because it's reporting ridiculously high temperatures (such as 85 degrees on a 30 degree day.)
The heat coming from the ACC is weak at all settings, but less so on HI.
I sorta assumed that the ACC factored in the inside temp sensor and the sun sensor, but does it also factor in the outside temp sensor?
