I just finished fixing the exact same problems on my 2003 9-5 arc wagon.
Often the "coincidence" will be that HID ballasts last about the same length of time that the Xenon bulbs do. Most after market/chinese D1S style bulbs work just fine, but I have heard that they can send a back spike when they turn off and damage the auto-leveling/ballast control unit located on the bottom of your headlight assembly. I have bought aftermarket bulbs, but have since replaced them with genuine Phillips 4300k bulbs. These have been proven safe and brightness exceeds all other color temperatures. (for once the automakers chose the best option for safety!)
Anyway - If you have the autoleveling Xenon headlights I would guess that your ballasts have gone bad. Perhaps your chinese bulbs knocked them off their last legs, or they were ready to go anyway. Unfortunately, these cost a pretty penny, but are relatively easy to replace. I can give you instructions if you like.
BTW - If you are going to replace your ballasts ALWAYS go with new, you don't want to have to replace these for a long time, if ever. The price is about the same for new as used.
