Head light question?

Just bought 2002 Aero 5speed with touring pkg, xenons light up on low beam & shutters open up for high beams. Are the inboard H7's suppose to light up when high beams are activated (yes, head light switch is on)? I'm not getting any front headlight failure on sid. Because just the xenons at high beam suck, need more light? Is it possible both H7's are blown (gonna pull one out in awhile) and won't I get mssg on sid? ODD?
