Yeah, I can understand the shop's suggestion to replace all cooling hoses, radiator, expansion tank together with oil cooler and coolant thermostat.
If the oil emulsion has been allowed to circulate too long, it is going to be a comeback hell for the shop if they take any short cuts and they might not be interested in that job but would rather have the customer go somewhere else where they might "cheap it" out.
This is what a fairly new radiator looked like after I had spent several hours trying to flush boiling water with citrus detergent through it but finally gave up and installed a new one.
If the oil and water has been allowed to reach a certain mixture it is almost a loosing battle trying to get it out and oil remaining in the cooling system will slowly deteriorate the rubber hoses all over again.
