If the baffle is loose, it will jam the gauge mechanism at about 1/4 tank. If there's an intermittent issue with the PCB in the fuel sender, it will do the full/empty think for about 30-40 miles.
I had issue #1 (baffle) fixed and now I have issue #2 (sender). All I do now is set the trip odometer to zero when I fill up. Then, if the fuel gauge reads empty and I can't remember when I tanked-up, I check the trip odometer to see if I have less than 400 miles.
