Paddle shifters showed up in 2003, when they still had the older style SID. They did change the SID in 2004 to have smaller pixels, but you definitely don't have one of those because they aren't even remotely compatible. The wire harness is completely different.
It sounds like you got a SID programmed for a pre-2003 9-5. Those buttons on the steering wheels use different electrical resistances to tell the SID what to do. On a 1999-2001 9-5 when you press volume up, the button gives the SID a resistance of 164 ohms, and the SID tells the stereo to turn the volume up. On a 2003 9-5, if you want to turn the volume down, SID is looking for a resistance of 160 ohms. Awfully close to the 164 when you're turning the volume UP on an older 9-5. So that explains that mix-up...
