Success!
First, many thanks to all who have responded over the last two weeks, especially Swedecar who gave me some useful diagnostic tests. So at 112,000 miles I've replaced the original CPK (CPS) and fuel pump.
I'm convinced the problem was with the pump itself. I can't get the original pump to run on the bench. I may swap the motor and use the this pump to replace the one in my wife's 9.5 Aero.
I think the cause of the newly installed pump not running was a blown fuse. I had been constantly checking and substituting fuses throughout the process. However when I attempted to hook up the new Welbro pump to the original plug on the wiring harness, the new plug which came with the pump, did not match the mating part on the harness. In the proess of checking and then reinstalling the wiring connection/plug from the old harness on to the new pump, I was using a multimeter on the pump with the ignition key set to ON. I must have shorted out the circuit and blown the fuse.
Here is a link to three photos showing how we eventually removed the retaining ring on the fuel pump. I had first made then broke the "wooden removal tool". Our method worked easily and only requires three common tools.
