Yes absolutely and I see some of this and it just shows how stupid systems like that are and how SAAB has it right but luckily don't see it very often.
It is rain storms that are so much worse for this sort of thing since things change so fast. People with these sort of setups are the absolutely worst for properly turning their lights on. They know that they have some sort of headlights and never think about their taillights. So they are invisible in front of you in a down pour. Very scary to be on the road when cars start disappearing in front of you.
Sometimes it is hard enough to see other vehicles even with tail lights. So you have nuts with no lights at all, nuts with just headlights or front running lights of some sort, folks with full lights, and folks with full lights plus rear fog light if visibility is poor. What a mix. I absolutely hate getting caught in torrential downpours while driving; luckily it has been a number of years since the last time.
