The biggest reason why cars are painted is to prevent the metal from rusting, 2nd reason is to make them look pretty.
For me, if I lived in a high rust area, (by the coasts, or ther wet areas) and the cost of the repaint would be paid back when I sold the car in a couple of years i would do it.
I live in arizona, not a rust state, so rust isn't a big factor for me, and for an car that's probably close to 12 years old I don't think you could sell it for what you would pay for the paint job. so if it was my car, I probably wouldn't bother.
