I have a 2001 9-5 Aero. Last summer I had to replace the "sharkfin" antenna piece - it was crumbling away. You're right: OnStar is no longer in operation in analog mode - which is what the OnStar hardware in your 9-5 supports. So the question of any kind of "functional" antenna is no longer relevant - it's just for looks.
Do a search on "sharkfin" or maybe "shark fin" on this board and you will see the various options. If you go with the "dummy" part from Saab, you (or someone else) will have to drop the headliner to get at the old one to remove and replace. I decided that wasn't for me. The local Saab dealer wanted 2+ hours of labor to do the job.
I got the $5.00 "look-alike" part from Pep Boys and cemented it down with black marine caulk after some minor "demolition" of most of the rest of the old rubber stuff - I used wire cutters and an X-Acto knife. I posted a photo here as well. After a year of very harsh winter conditions, etc., the dummy antenna is still perfectly tight to the roof.
The concern here is that if the old piece decomposes enough, you might get water leakage into the cabin.
The black marine caulk cost more than the rubber dummy antenna...
