The steering issue (especially if you feel the knock during initial acceleration or going over speed bumps) is likely the steering spline, there's a spline right at the firewall (inside the car) that needs to be lubricated. It's a half hour DIY job, but if you're buying the car have them do it. They just need to remove the bolt at the firewall (make sure the steering wheel is secured with the seatbelt or some other restraint), expose the spline and lube it liberally with grease. My '07 suffered from this problem at 38k and after lubricating the spline the steering felt new again. There is a torque spec for that bolt that should be adhered to, a search here will likely come up with the torque requirement for that bolt. I've had 3 9-5s, all suffered from this problem.
