The stores' lawyers insist you keep the worst tires on the front. Same reason many stores only mount snow tires is sets of 4.
Some tests indicate putting new tires on the back is a good idea. OK, the possibility of sudden oversteer on a wet road IS there with worn tires on the back and if the driver does the wrong things at the wheel--too much speed, lifting off the gas too fast in a corner, braking to hard, etc. And since most people panic in a skid, I suppose having the good treads in back is a better idea.
But OTOH, having the worn tires up front significantly increases the chance of hydroplaning in puddles, especially at freeway speeds in the rain. Or of understeering into the other lane when the fronts lose traction. Since cars are designed to understeer, having bad tires on the front only makes it worse, which IMHO is not a good thing. But then I can't stand a lot of understeer.
I've always replaced tires in sets of 4. And rotate them F to R every 5-6K miles. But at every changeover, the ones with the most tread ALWAYS go on the front. And in 30+ years of FWD cars in all seasons it's always worked fine on my relatively evenly worn tires. That does make a difference.
Understeer is when you hit the wall with the front of the car.
Oversteer is when you hit the wall with the rear of the car.
Horsepower is how fast you hit the wall
Torque is how far you take the wall with you.
