I had installed the power connector on the back-side of the lighter/power outlet incorrectly. Mis-positioning by 90 degrees connected the center post (which should be "hot") to ground, connected the outer shell to open air (this is also the return leg for the lamp), and connected the hot wire to open air.
There is no reasonable excuse for this error other than haste. This lamp is also the only one which I didn't test for illumination before replacing the console cover plate Tuesday evening.
I tested both the lamp and the power outlet tonight!
