Failed communicaiton between the ABS controller and the ECU will result in a code P1925 for all model years after 1999. In this case the controller can most likely be rebuilt/repaired for less than $200 (including priority shipping both ways) in under a week. A lot of us here have used BBA_Reman for this service although there are other companies who do it also.
Other causes of the Christmas tree of warning lights on your dash that are associated with the ABS system, but which do not cause the P1925 code, include a failed wheel speed sensor. These are only $65 for the part.
I am not sure what the ABS sensor is that your Dealer is quoting for $1400 out-the-door installed. A new ABS controller did cost nearly $2500 for parts alone not too long ago. Labor to remove/install a ABS controller is less than one hour each way, or under two hours total - based on my personal D-I-Y experience of doing this job to my car.
