LOST KEYS

WE lost (er purse stolen) our keys to our 2002 9-5. I tried replacing the TWICE unit from a 99 9-5 that I had for parts. Once hooked up the TWICE unit did except the keys I had for the car with the SID saying OK. The car turns over but will not start. Does it need further programming? I can hear the fuel pump pressuring up and the TACH is moving which tells me the Crank Position Sensor is working too. I have to think there is something electronically stopping it from firing. Car was running great until the key was lost. Any ideas or advice. Thanks
